Mission

Certify physical and mental fitness conducting qualitative medical tests for all the candidates applied for driving licenses. being the pioneer in the medical field of Sri Lanka.

Overview

This institution, initially established at the premises of Rathmalana Depot for providing medical facilities to the employees of South Western Bus Company Ltd was taken under the possession of Ceylon Transport Board with the nationalization of bus companies in 1958. After the nationalization it was named as “CTB Medical Division”. Thereafter this institution was relocated at No. 170, Highlevel Road, Nugegoda aiming at expansion of service provided by it, functioning in accordance with the National Transport Medical Institution Act No. 25 of 1997 as a revenue generating Government Statutory Institution under the purview of the Ministry of Transport. Twenty five (25) branch offices have been established island wide for achieving its prime objectives.

This institute aims to achieve its goals by facilitating required services for issuance of medical certificates by conducting proper medical examinations for heavy vehicle and light vehicle drivers, through the Head Office and the branch offices in line with the vision of the institute.

Objectives

  • Examine physical and mental fitness of all the applicants for diving licences.
  • Improve the quality and security aspects of the licences issued to candidates.
  • Achieve quality of service through proper human resources management.

Functions of the Institute

  • To provide medical services to drivers and operators of all types of vehicles including heavy vehicles.
  • To examine physical and mental fitness of drivers of all types of vehicles including heavy vehicles and issue certificates to them.
  • To conduct medical examinations for drivers and operators of all types of vehicles and make recommendations regarding their fitness and suitability.
  • To provide necessary medical services and assistance in cases of road accidents relating to any type of motor vehicles.
  • To ensure that all types of motor vehicles are driven or operated only by persons physically and mentally fit, by the institution itself or in consultation with other organizations.
  • To provide medical advices and recommendations on industrial hygiene and industrial accidents.
  • To formulate standards and prescribe parameters pertaining to transport medical activities to be adopted by the relevant implementing authorities.

Mission

Creating a society free from road accidents for sustainable development

Overview

The National Council for Road Safety functions under the Ministry of Transport and Civil Aviation by the Motor Traffic (Amendment) Act No. 5 of 1998. The National Council for Road Safety is the sole government institute which operates under the theme of creating a secure road system for all road users. This council consists of 16 government institutions and a representative of a non-state body headed by the Chairman and the role of this council has been pointed out in section 213 A of the Motor Traffic Act and the Road Safety Fund which funds for it has also been established. For this fund, a 1% road security levy is levied in all motor vehicle insurance and the tax levy is credited monthly to this fund by the relevant insurance institution.

Objectives of the National Council for Road Safety

  • Prepare the background to create a high quality driving service through the creation of disciplined and law abiding drivers.
  • Provision of financial assistance for the families affected by hit and run accidents and the minimization of such accidents.
  • Identification and implementation of measures for the protection of pedestrians including roads and vehicles and passengers who use it.
  • Collecting data, conducting surveys and researches on road safety, and developing international co-ordination.
  • Implementation of national road safety policies and minimize inconveniences jointly with the public sector, NGOs and private sector institutes.
  • Take necessary measures to rehabilitate disabled persons due to road accidents.
  • Provision of financial assistance and advices to follow economic, technological and possible social activities and environment friendly safety measures.
  • Formulation of national transport policy and contribute to its functioning.
  • Provide contribution for activities such as revision of preparation of laws relating to road safety.

The ministry manages the country's railways and public bus transport system.
