Land
Functions
- Management of lands Under the Ministry of Transport and other institutions under the Ministry.
- When it is necessary to acquire land for any government development activities, taking necessary steps to acquire such land promptly under land acquisition act section 38 (A).
- Attending Compensation investigations pertaining to acquiring land and compensation review committees.
- Representing the ministry in objection inquires according to provision in land acquisition act.
- Administration of all activities such as acquisition of land, acquiring land, releasing land and payment of compensation on behalf of the Ministry.
- When talking over acquiring lands belonging to Railway department, SLTB and department of Motor Traffic to the Urban Development authority for for Urban Development activities performing all related administrative functions.
- Performing the functions of disposal of lands.
- Submission of cabinet papers and relevant observations pertaining to land matters.
- Leasing of lands and giving on rent houses to railway department.
- Talking necessary action with relevant institution pertaining to unauthorized occupation of lands.

Planning
Functions
- Conducting coordinating meetings on development work with Railway Department, Sri Lanka Transport Board, Department of Motor Traffic, National Council for Road Safety, Lakdiva Engineering Company (Pvt) Ltd and National Transport Medical Institute.
- Evaluation of Project reports submitted to the Ministry and submitting them to relevant institutions for approval with recommendations.
- Preparation of a major Transport plan for Capital city and Suburban areas in Sri Lanka and for this purpose initiating Urban Transport System Development Project for Colombo Metropolitan region and suburban project jointly with Japanese International Cooperative Agency (JICA) through External Resources Department.
- Initiating preliminary work and coordinating work pertaining to Transport Committee on CHOGM 2013.
- Coordinating work on “Deyata Kirula” Exhibition processing exhibition items, and steering work of the exhibition.
- Exchange of information belonging to Ministry of Transport jointly with National Information Centre (1919) and ICTA and submission of prompt replies to public complaints.
- Preparation of annual budget estimates, coordination and participating for Budget preperation.
- Preparation of annual progress report for submission to parliament at Committee stage of the budget and submitting it to the parliament.
- Preparation and submission of performance appraisal Report of the Ministry office at the end of the year.
- Moderating and updating the Transport Ministry official web site.

Technical
Functions
Carry out preliminary feasibility studies, feasibility studies and environment studies in view of the projects implemented under the Ministry of Transport as well as to hold steering committee and evaluation committee meetings in respect of the relevant studies mentioned.
Currently the following projects are in progress
- Kurunegala - Habarana New Railway Line
- Surveys are underway to mark the centre-line.
- Horana - Kottawa New Railway Line
- Feasibility studies on this 19 km. long railway line are already completed.
- New Kelani Valley Line from Colombo to Hambanthota
- Studies are underway through several alternative roads and discussions are being held with different relevant parties to decide upon the most appropriate road. Based on the results of the discussions final economic feasibility report and the environment report are to be prepared.
- Medawachchiya - Trincomalee New Railway Line
- Feasibility studies are already completed.
- Suitable New Railway network covering Badulla, Bibila, Monaragala, Embilipitiya, Wellawaya, Batticaloa, and Kataragama areas.
- Central Engineering Consultancy Bureau (CECB) is to assign with the carrying out of the pre-feasibility studies.
- Mahawa - Puttalam New Railway Line
- Pre-feasibility studies of this proposed railway line is completed.

Internal Audit
Function
In order to perform the said functions the main objectives of the Internal Audit Branch in terms of FR 133 is as follows:-
- Attending to internal control system pertaining to financial activities in programmes coming under Ministry Subjects and functions and maintaining a continuous survey and independent evaluation to ascertain the effectiveness and the sufficiency of internal checks used to avoid and detect irregularities and frauds in such financial activities
- Assisting the Chief Accounting Officer and the Progress Control Committee (FR 4.5) to ascertain the progress on implementation planning and fulfilling above programmes or development projects and schemes taken over by the above institutions.
- Function as the coordinator with those who are engaged in these activities and the secretary to the Ministry and Progress Control Committee when appropriate.
